foster home for our dog Mocha?

You may have heard that we are planning to move to Yokosuka, Japan in November this year for Ben's work with the Navy. We are in the midst of the long process of bringing Mocha, importing a live animal to Japan. I told the kids that we will most likely (99%) take her with us over there, but that I will just ask around to see if any of our friends knows someone, preferably with a fenced in yard, who might want to be a foster family for her for the 3 years we are overseas (or longer/permanently if needed). We can take her with us but we just aren't sure what kind of housing we would get over there, it would probably be quite small esp since we may live off-base, not certain if we will have a yard or not, plus we were told that we may have to wait on the housing list for 2-3 months in a hotel, etc.

In case you haven't met our much loved Mocha yet, here is some info: She's a 2 year old German Shepherd-Terrier mix (supposedly 1/8th pit bull), she's been spayed, all up-to-date on vaccinations, very healthy, friendly and playful, completely potty trained/house trained (never has accidents), can be an indoor and/or outdoor dog, good with other dogs and kids (doesn't bite), an excellent watch dog, loves long car rides and outings, completed basic obedience training and knows commands like sit, down, shake, stay, come (when inside, outside it depends on the circumstances). She loves to run off and chase small animals like squirrels and birds, so sometimes that has been a problem for us since we don't have a fenced in yard and when she sees those animals on walks, she tends to pull on the leash wanting to chase them. We're hoping and thinking that she might outgrow that puppy-like behavior as she gets a little older, plus we're still working on her leash training.
